US and UK announce new partnership focused on AI security, standards, and R&D


In the beginning of April, the United States and the United Kingdom announced a new partnership focused on artificial intelligence and its development, including tests for the most recent models, applications, and capabilities.

The Memorandum of Understanding (MOU) signed by U.S. Commerce Secretary Gina Raimondo and UK Secretary of State for Science, Innovation and Technology Michelle Donelan, will unify working and scientific approaches to accelerate and reinforce assessments of AI systems and agents, covering potential technological risks and aiming for a shared and secured approach to the tool and its nuances.

The partnership, with immediate effect, allows organizations to share vital information with each other and fortify the ties between US and UK, as said by Donellan “This agreement represents a landmark moment. (…) We have been clear that ensuring the safe development of AI is a shared global issue. Only by working together can we address the technology’s risks head on.”

Currently, in both countries, most companies that use or develop AI are responsible for regulating themselves – without a specific law or requirement necessary to control their operation. In the European Union, AI Act was approved by the European Parliament last month, considered one of the first measures to encompass requirements to deal with AI risks, but still a few steps away from becoming a formal law. The United States has also taken some steps towards this: in October, an executive order was signed to reduce the risks of this technology, and in January the Department of Commerce proposed requiring US cloud companies to determine which entities were using US data centers for training AI models.

“Artificial Intelligence is the defining technology of our generation”, declared Raimondo, “(…) Our partnership makes clear that we aren’t running away from these concerns – we’re running at them. Because of our collaboration, our Institutes will gain a better understanding of AI systems, conduct more robust evaluations, and issue more rigorous guidance.”

Thus, targeting the safe development and capabilities of AI is not only a common goal between these two nations, but also all around the world. International cooperation and its prominence could create fundamental techniques and a common approach to AI security testing in the future – which could come to define new ways of sharing knowledge and innovation across the globe.
